What ISPM-15 is and whom it applies to
ISPM-15 is the international phytosanitary standard for wood packaging materials (pallets, crates, dunnage) in international trade. It requires heat treatment (HT 56°C/30 min) or fumigation plus the IPPC mark. Plastic materials are out of scope — they cannot carry wood pests.

When plastic pays off in export
In closed loops and regular overseas shipments a plastic pallet removes treatment cost and customs risk. The most common export formats are the 1200×800 Euro pallet and the 1200×1000 pallet; for minimum weight at high capacity, aluminium pallets. Overview: plastic pallets.
FAQ
Does a plastic pallet need an IPPC mark? No. The IPPC mark applies to wood only.
Do I need a phytosanitary certificate? Not for the plastic pallet itself. The goods on it follow separate rules.
Does this apply to all countries? The plastics exemption is widespread; always check destination rules for the cargo itself.
